How to Win Scholarships and Grants – State of Delaware

Post-secondary education has early roots in Delaware. In the early 1830s the University of Delaware was designated as the first degree-granting institution in the state. It’s now Delaware’s largest university based on enrollment.

The State of Delaware has a generous number of scholarships and grants for college and university students. Scholarship opportunities are centered on a wide range of eligibility requirements including financial need, merit (GPA and SAT test scores), major, and various personal circumstances. The prizes are also designed to help students at different levels of their education journey – high school, undergraduate, and graduate.

Like most state-sponsored college scholarships, you must complete a FAFSA in order to be eligible for money. This isn’t a requirement for all scholarships offered by the State of Delaware, so always read eligibility requirements carefully. If necessary, you can file a FAFSA and get more information by visiting the Federal Student Aid Office of the U.S. Department of Education.

Below, we’ve compiled a list of scholarships for Delaware residents. But beyond that, we’ve outlined how you can find private scholarships that can help you pay for college.

Delaware Scholarship Programs

The following scholarships are for Delaware high school and college students. Scholarships are offered by the Delaware Department of Education.

B. Bradford Barnes Memorial Scholarship

The B. Bradford Barnes Memorial Scholarship is for high school seniors with a minimum cumulative GPA of 3.0 and a combined score of 1290 on the SAT or an equivalent score on the ACT. Students must be enrolled full-time at the University of Delaware.

The award covers full tuition, required fees, room, board, and books. It is renewable for up to three additional years on the condition that students maintain a 3.0 GPA.

Career Based Scholarship

The Career Based Scholarship is for full-time undergraduate students enrolled in a bachelor’s degree program in a Delaware public or private college. Students must be enrolled in a major that is in high need in Delaware. Employment trends are reviewed by the Delaware Higher Education Office and the Delaware Department of Labor. Areas in high demand are updated every five years. The current list is:

  • Accountants and Auditors
  • Financial Analysts
  • Financial Managers
  • Operations Managers
  • Human Resources Specialists
  • Management Analysts
  • Market Research Analysts and Marketing Specialists
  • Registered Nurses
  • Software Developers, Applications

The award amount is $5,000 per year. The prize is not renewable, but recipients can re-apply each year.

Charles L. Hebner Memorial Scholarship

The Charles L. Hebner Memorial Scholarship is for Delaware residents majoring in the humanities or social sciences. Preference is given to political science majors. Applicants must also be high school seniors with an unweighted cumulative GPA of at least a 3.0 and a combined score of at least 1000 on the SAT or the equivalent score on the ACT. Eligible students must be enrolled at the University of Delaware or Delaware State University.

The scholarship award covers full tuition, required fees, room, board, and books. It is renewable for three additional years with a cumulative GPA of 3.0.

Diamond State Scholarship

The Diamond State Scholarship is for applicants enrolled as a full-time student in an undergraduate degree program at a non-profit, regionally accredited institution.

The award is $1,250 per year and is renewable for up to three additional years with a cumulative GPA of 3.0. There are approximately 30 awards per year.

Educational Benefits for Children of Deceased Veterans and Others

This award is for the children of one of the following:

  • member of the armed forces whose cause of death was service-related;
  • member of the armed forces who is being held or was held as a prisoner of war;
  • member of the armed forces who is officially declared missing in action;
  • state police officer whose cause of death was service-related; or
  • state employee of the Department of Transportation routinely employed in job-related activities upon the state highway system whose cause of death was job-related.

The award covers tuition and required fees for various programs determined by the Delaware Department of Education.  

Herman M. Holloway, Sr. Memorial Scholarship

The Herman M. Holloway, Sr. Memorial Scholarship is for residents of Delaware enrolled in full-time studies at Delaware State University. High school seniors must have an unweighted cumulative GPA of at least 3.0 and a combined score of at least 1000 on the SAT or the equivalent score on the ACT.

The award offers full tuition, required fees, room, board, and books. It is renewable for up to three additional years with a cumulative GPA of 3.0.

Delaware Grant Programs

Christa McAuliffe Teacher Incentive Program

The Christa McAuliffe Teacher Incentive Program is for state residents enrolled in a Delaware college working toward teacher certification. Preference is given to applicants planning to teach in a critical need area as defined by the Delaware Department of Education. Teacher shortage areas in 2022 – 2023 are:

  • Bilingual
  • English Language Learner
  • World Languages
  • Math
  • Science
  • Special Education (All Areas)
  • Business Education
  • Agriscience Education
  • Family Consumer Science
  • School Nurse
  • Library Media Specialist
  • English
  • Immersion (Elementary/World language)
  • Technology Education

The award amount is $5,000 per year, not to exceed cost of tuition, mandatory fees, and other direct educational expenses. The prize is renewable for up to three additional years with a cumulative GPA of 3.0.

Scholarship Incentive Program (ScIP)

The Scholarship Incentive Program is for Delaware students who demonstrate substantial financial need, as determined by the Free Application for Federal Student Aid (FAFSA).

Recipients must be enrolled full-time in an undergraduate degree program at a non-profit, regionally accredited institution in Delaware. Alternatively, students may be enrolled full-time in an out of statenon-profit, regionally accredited college in an undergraduate or graduate degree program that is not offered at the University of Delaware, Delaware State University, or Delaware Technical Community College.

The award amount for graduate and undergraduate students is $1,000 per year.

Delaware Teacher Corps

The Delaware Teacher Corps financial aid program is for students enrolled at a Delaware college in an undergraduate or graduate program leading to teacher certification  in a critical need area. Priority is given to students who intend to teach Special Education. Other teacher shortage areas are:

  • Bilingual
  • English Language Learner
  • World Languages
  • Math
  • Science
  • Special Education (All Areas)
  • Business Education
  • Agriscience Education
  • Family Consumer Science
  • School Nurse
  • Library Media Specialist
  • English
  • Immersion (Elementary/World Language)
  • Technology Education

The award is a loan up to the cost of tuition. It is renewable for up to three additional years with a cumulative GPA of 2.75. Loan forgiveness provisions exist for teachers employed by a Delaware public school.

Delaware Nursing Incentive Program

The Nursing Incentive Program is for full-time students enrolled in an accredited program leading to certification as an RN or LPN. High school seniors must have at least a 2.5 cumulative unweighted GPA . Undergraduates must have at least a cumulative 2.5 GPA.

The award is a loan in the amount $5,000 per academic year (not to exceed cost of tuition, mandatory fees, and other direct educational expenses. It is renewable for up to three additional years with a cumulative 2.75 GPA. Loan forgiveness provisions exist for employees of various healthcare settings in Delaware.

Delaware Graduate Student Grant and Scholarship Programs

Ada Leigh Soles Memorial Professional Librarian and Archivist Incentive Program

This award is for various levels of study. Like all financial aid programs, eligibility requirements should be examined carefully:

Bachelor’s Degree Program: Applicant must have worked at least two years at a Delaware public library, county department library, public school library, state agency library, a member library of the Delaware Library Consortium or archive.

Master’s Degree Program: Full- or part-time students in an ALA-accredited master’s degree program of library and information science.

Doctoral Degree Program: Applicant must have worked at least two years at a Delaware public library, county department library, public school library, state agency library, a member library of the Delaware library Consortium or archive.

Academic record, community service, and financial need are considered. Preference is given to current employees of a public library, county department library, public school library, or a state agency library or archive in Delaware.

Delaware Teacher Corps-Graduate Level

The Delaware Teacher Corps – Graduate Level financial aid program is for students enrolled at a Delaware college in a graduate program leading to teacher certification in a critical need area, which include:

The award is a loan up to the cost of tuition. It is renewable for up to three additional years with a cumulative GPA of 2.75. Loan forgiveness provisions exist for teachers employed by a Delaware public school.

Educator Support Scholarship

The Educator Support Scholarship is for full-time graduate or undergraduate students attending a Delaware public or private college who intend to pursue a career in education (in a classroom or as a specialist) in specific certifications, listed below, identified as areas of need in Delaware schools.

  • Speech Language Pathologists

The award amount is $5,000 per year. The award is not renewable, but recipients can re-apply each year.

Optometry Incentive Program

The Optometry Incentive Program is for full-time students enrolled in a program preparing them for licensure as an optometrist in Delaware.

The award amount is $4,000, not to exceed cost of tuition, mandatory fees, and other direct educational expenses. It is renewable for three additional years. Loan forgiveness provisions at a rate of one year of employment as an optometrist in Delaware for one year of loan.

Speech/Language Pathologist Incentive Program

This financial aid program is for full-time students in a graduate program in Delaware that will satisfy the educational requirements for Delaware state licensure as a speech/language pathologist.

The loan amount is $5,000 and is renewable for one additional year. Loan forgiveness provision at a rate of one year of employment as a licensed speech-language pathologist in a Delaware public school or a contracted provider of a Birth to 3 Early Intervention System program serving infants and toddlers.
